Can anyone help with dating this photograph please.

Thought to have been taken in one of the Royal Dockyards, possibly Chatham.

Observations...

Officer on right a Commander, a Lieutenant Commander on the left
uniforms seem to be in a transitional period. when did this style of cap come in?.
also the Officer on right has a more modern style of shirt than that of the Officer on the left.
would the three standing figures be Barbers? he on the left has a pair of scissers dangling from his belt.
